Of course. Always plead Not Guilty -- traffic tickets are largely a huge money conveyor belt for the states. Get a lawyer -- lawyers can get you out of most any ticket if you are not a horrible offender.

Does the arresting officer have to be present at the hearing?

Only if it is taken to trial. If you plead not guilty you will get a second court date, at that time the officer would most likely need to be present as a witness.
